Every Signal contract includes enforceable performance language. Not a marketing claim — a binding engineering commitment with defined measurement protocol and a no-cost remedy clause.
Measurement Standard
Before-period crash frequency established from 3-year KABCO crash records. After-period measured at 36 months post-installation. Methodology follows FHWA HSM Observational Before-After Study protocol.
Countermeasure Scope
Guarantee applies to the full countermeasure set specified in the Signal Engineering Report. Partial installations or scope reductions by the owner void the performance clause.
Remedy Clause
If the 40% threshold is not met at the 36-month measurement, Signal returns to conduct a supplemental Road Safety Audit and installs additional countermeasures at zero cost to the agency.
Contract language available for review prior to project commitment. Signal carries $5M professional liability coverage on all corridor projects.

Road Safety Audit (RSA)
FHWA RSA Guidelines, 4th Ed.A multidisciplinary team conducts a formal independent examination of the corridor. We log conflict points, sight-distance deficiencies, delineation gaps, and pedestrian exposure. Every deficiency is mapped to a crash type and a countermeasure category.
Countermeasure Selection Matrix
FHWA CMF Clearinghouse · HSM Part DEach identified deficiency is matched against the FHWA Crash Modification Factor (CMF) Clearinghouse. We rank countermeasures by CMF quality rating, crash type specificity, and cost-effectiveness ratio. Only CMF★★★★ or higher countermeasures advance to the design phase.
Engineering Design & MUTCD Compliance
MUTCD 11th Ed. · AASHTO Green BookSigning, pavement marking, and signal timing plans are engineered to MUTCD 11th Edition standards. Retroreflectivity targets exceed minimum MUTCD thresholds by 20% to account for aging. Rumble strip geometry is calibrated to AASHTO shoulder width guidance.
Installation & Quality Control
AASHTO Construction Specs · State DOT StandardsSignal-supervised installation with field QC checks at every stage. Retroreflective sheeting bonding temperatures are logged. Rumble strip groove geometry is verified by profilometer. Signal timing is field-verified against the optimized timing plan.
36-Month Performance Monitoring
FHWA HSM Observational B/A StudyCrash records are pulled at 12, 24, and 36 months post-installation. Results are compared against the expected crash frequency using the HSM Empirical Bayes method. Agencies receive a formal performance report at each interval.
